Do you need a parent / guardian for a piercing / tattoo?

I know that if you are a minor you need someone over 18 years, but must be your father / mother / guardian? Could be the father of a friend? My parents are not exactly what tattoo piercing /, but my friend offered to take with them. Would this be allowed?

Absolutely not! The parent or guardian must be with you, and you must provide proof that they are who they say be. If you do not have to have proof, any child can hire a bum on the streets to sign them. Photo ID issued by state or passport (no Student ID), your state ID or passport, plus your birth certificate to prove they are his parents. If you have a different name, or taken, must bring proof of marriage or adoption papers. It's not as cut and dry as you may think. I have a friend in Nebraska that the fingerprints of the child and parent, if their tattoos it is. Most shops will not tattoo minors, even if it is legal and has parental permission.
